Approval of Minutes

The minutes of the Regular Meeting of the Board of Trustees Meeting on April 12, 2007 and minutes of the Special Meeting on April 26, 2007 were approved.

 

Correspondence

  • Dr. Bermingham introduced expressed his appreciation and thanks to Natasha Burrowes and Yoshiko Harden-Abe for their leadership and work on the Tenth Annual Unity Through Diversity Week celebration.  It was a very successful event with good attendance.
  • Dr. Bermingham acknowledged Trustee Dr. Chen for being a candidate for the American Association of Community College Trustees (ACCT) Board.  The election will be in September.  He also commended her for her leadership on the ACCT Diversity Committee over the last few years.

 

STANDING REPORTS

 

Associated Students of Highline Community College

Daniel Nordstrom reported.

  • Gary Elden is the Student of the Month.
  • S&A Budget Committee Chair Renee Reiche started the budget proposal report and is on time for the budget process.
  • Student Government elections are scheduled for May 23-24 with six vice presidential and three presidential candidates.
  • The selection of Commencement Speaker will occur next week.
  • Annual Student Awards Ceremony is May 23 at 5:00 p.m. and the Board was invited.
  • The boat cruise is sold out for May 18.
  • Annual Hip Hop summit is May 11 at 9:00 a.m. through the afternoon.  The summit focuses on discussion about how Hip Hop has shaped and continues to influence our society.
  • Annual Spring Festival on May 4 was attended by hundreds of potential students.
  • Clubs Staff is working on finishing the year with 48 clubs.

 

Washington Public Employees Association

Lydia Bracco reported.

  • First quarterly WPEA district meeting will be held May 15.
  • The brown bag chapter meeting will be held May 16.
  • Gum Lai Ross will be attending the Washington Academic Advising Coalition Conference May 11, Developing Students, Developing Ourselves.

 

Highline College Education Association

Ruth Windhover reported.

·         A group of the HCEA leaders are working on an effort to take the lead to educate the public about the need for greater support for public education at all levels and take the lead in building coalitions with other organizations.  The goal is to increase the revenue stream, to enable the state to reach its potential for economic development, for quality of life, and for a well educated responsible citizenry.  Public education is not adequately supported by the state and support needs to be examined before there is a world class education system which the Governor’s Washington LEARNS effort aspires.

Student and Activities (S&A) Budget 2007-08

Jonathan Brown, Associate Dean for Student Programs, gave a process overview of the S&A Budget Committee which is a sub-committee of the Student Government Council.  The Council appoints a chair and the chair runs the process with the executive members of the Student Government to develop this committee that is composed of students and a minority of faculty and staff and the ex-officio members, Jonathan Brown and Toni Castro, to make sure that this process adheres to the state guidelines for S&A fees and to work within the financial codes.  Money comes from a portion of tuition (approximately 10 percent), an allocation from Running Start program, program revenue if it is earned, and interest from the fund balance. 

 

Chair Renee Reiche explained the budget and the allocations in a report that was distributed for the $2,232,785.45.  Approval of the budget will be requested from the Board at the June 14 Board meeting.

 

 

ACTION ITEM

 

a.  Continuing Probation and Tenure Recommendation

 

Having given due consideration to the recommendations of the Tenure Review Committee and the College president, it was moved by Karen Vander Ark and seconded by Rita Creighton that the tenure be granted to Marcia Welch – Business Information Technology.

 

Motion carried.

 

b.  Approval of HCEA/Highline Community College Agreement for 2007-2009

 

It was moved by Mike Regeimbal and seconded by Rita Creighton to approve the agreed to modifications in the Highline College Education Association (HCEA) Highline Community College Agreement 2004-2007 and extend this agreement from 2007-2009.

 

Motion carried.

 

REPORTS

 

Student Award Recognitions

 

Richard Bankhead, Engineering faculty member, introduced seven of the 18 students who created four vehicles in the Human Powered Paper Vehicle event and demonstrated the vehicles.  The vehicles are created 90 percent out of paper and 10 percent non-paper materials and the students raced them in Eastern Washington on a 300 meter track winning four of the six awards in the competition.  The students are from the Engineering Class 290, a class created from of a NSF scholarship grant providing 30 engineering students with scholarships. 

 

Alice Madsen, Dean of Instruction for Professional Technical Programs, introduced the winners of the Washington Award for Vocational Excellence, Tommy Burdette in the Paralegal Program and Rickitia Reid in the Accounting Program. 

 

Barbara Clinton, Coordinator of the Honors Program, introduced the following students who were awarded scholarships:

 

  • Julie Bentley, University of Washington Tacoma’s “Next Step” scholarship.
  • Joseph Burnett, University of Washington Martin Family Foundation Scholar
  • Christina Escoto, transferring to University of Washington School of Nursing
  • Mariya Gapartsyna, transferring to University of Washington School of Nursing.
  • Ramsey Goodner, accepted to the U.S. Military Academy at West Point.
  • Alice Lee, Honors Scholar transferring to University of Washington School of Nursing.
  • Anna Lee, Gates Millennium Scholarship winner.
  • Andrea Lucero, Gates Millennium Scholarship winner, Alexander J. Anderson Scholarship and William O. Douglas Scholarship winner from Whitman College.
  • Larita Nunnery, Honors Scholar transferring to Seattle Pacific University School of Nursing.
  • Christopher Thomas, “Next Step” scholarship candidate who also won a University of Washington Tacoma scholarship for his outstanding essay.

 

Sandra Glover, instructor in the Music Department and director of Highline’s Chorale, received an invitation for the Chorale to participate in a performance at Carnegie Hall in New York City on April 22, 207.  She introduced a few members of the Chorale who participated in the performance of Haydn’s Mass in Time of War.  The students raised $45,000 to be able to participate in this event.  Students Jennifer Grayhill and Mary Gladstone, and staff member Denny Steussy expressed their appreciation for having the opportunity to perform at Carnegie Hall and explained what the opportunity meant to them.  Dr. Glover also expressed her appreciation to Marie Zimmermann and Rod Stephenson and administration for their support in making this possible.

 

Congratulations were expressed by the Board to all of the instructors and students.

 

AREA REPORTS

 

Instruction

Marie Zimmermann reported.

  • WorkFirst program receives funding from the Refugee and Immigrant Assistance Program funded out of DSHS started in 2002 funded at $60,000 and over the years they were so pleased with the work at Highline that next year the appropriation will be $265,000 an increase of $70,000 from the appropriation this year.  The program coordinated by Linda Faaren is managed out of Instruction in the area of Jeff Wagnitz. 
  • An example of a learning experience for students was described.  There is a new polysomnography program with a sleep lab and Nicki Bly is the program coordinator.  She contacted Naoko Barker, a new faculty member in the Interior Design program, to ask if Naoko would like to have her interior design students take on a project for the sleep lab which would be a learning experience for the students.  Naoko and Nicki worked together to develop a project for a group of students for the quarter.  The students visited other sleep labs and interviewed people who had spent the night in a sleep lab about what they liked and didn’t like and then put together their presentation.  Some of the ideas in the presentation of the interior design students will be used in the new sleep lab.  

 

Institutional Advancement

Lisa Skari reported.

  • Career Fair Spring Festival was attended by over 600 students and 400 junior high students.  Usually the festival is focused on the high school student population as a way to recruit students.  There were about 30 educational booths and 30 employers participating.  This year we were notified that the junior high students were coming focused on the college readiness from the Federal Way district.  Kudos to Jason Prenovost and his staff for putting together seminars on short notice for them.  Thanks to Nancy Warren and Erik Tingelstad and the staff of Workforce Development, Student Programs, and the faculty presenting the seminars. 
  • Gala at the Cedarbrook on May 5 had over 200 attending and netted over $108,000 which is a record to date with fewer items and bigger bids.  Thanks to Rod Stephenson, Alana Young, and Melissa Sell for all the coordination in the planning and to the volunteers Kelly Maloney, Nancy Kent, Sandy Moser and a host of others.
  • The recipient of the Distinguished Alumni for this year from internal and external nominations year is Chris Carrel, Executive Director of the Friends of Hylebos Creek.  This is a group that has preserved more than 140 acres of the creek habitat in Federal Way, Milton, and Port area.  He has an impressive career, and is a co-founder of Atmosphere Alliance which is now Climate Solutions and in 1997 he received a Communicator of Excellence Award for the Washington Press.

 

Student Services

Toni Castro reported.

  • Admissions and advising are in process for summer and fall quarter particularly for selective programs, with 51 applications for polysomnography, 178 applications for registered nursing, and 46 applications for respiratory care. 
  • Counseling and Career Resource Center lead by the Counseling Department do a workshop series.  The topics addressed in the last of weeks included dressing for success, relationships - balancing work and school, and smoking – kicking the habit. 
  • On May 23 is the Student Awards Ceremony and the Board was invited.
  • Student success story – Doris Martinez is a graduate of Decatur High School and did her senior year in the Occupational Skills Center.  She is a founding member of the United Latino Association in 2004 and also the promotions consultant for promotions on the many activities on campus and works at the Marriott in SeaTac and is interested in hospitality and tourism.  Doris was accepted to Seattle University and will start in the fall to pursue her degree in Mass Communications and Public Relations.

 

General Administration

Larry Yok reported.

  • Tonya Benton has been hired as the Director of Institutional Research coming from the University of Washington as a manager of research projects.  She begins on May 14.
  • There was an all campus on campus security.  Highline is an open campus and must partner with students to work on safety and cannot be guaranteed safety.  The emergency preparedness plan is being updated and emergency drills are being scheduled for the buildings.  Director of Auxiliary Services and Campus Safety and Security Supervisor are reaching out to other emergency agencies assuring we have relationships with them.  One of the commanders of the patrol division and a Des Moines police department officer also attended.  They have been very responsive to our assistance in the past.  There is an ad hoc committee chaired by Dennis Colgan originally developed to review and implement corrective measures for winter storms which has been expanded to include on campus violence episodes. 

 

Discussion

There will be no proxy vote for Highline at Trustees Association of Community and Technical Colleges conference May 17-29 because Highline’s trustees are not available to attend the conference.  Karen Vander Ark will check her schedule and try to attend.

 

Jack Bermingham:

·         He will be in China for about nine days with Dr. Chen.  Lisa Skari will have responsibility for the College during that time.  He is looking forward to this opportunity in China to do some things with Yangzhou.  Congressman Adam Smith’s office called to report that Highline’s grant proposal submitted for international business was funded for $85,000 the first year and up to $92,000 for the second year.  Part of that grant focuses on the Kent Yangzhou Sister City partnership and training and some opportunities for promoting local business contacts in Yangzhou from King County. 

·         Last Tuesday the second annual effort to bring ESL students and families on campus was held with an overflow crowd in the Student Union.  There were a number of academic professional technical programs represented as well as Student Services areas like financial aid and advising.  A welcome was done in 14 different languages.  It was a great event and thanks to Jeff Wagnitz for coordinating the event.  This was an opportunity to have ESL students on campus and let them know about different pathways out of ESL into opportunities to get a better education and make a better life for themselves and get a job that they may not have been aware.

·         Spring Festival went very well and was very successful. 

·         Thanks to Ruth Windhover for the collaborative efforts in getting the HCEA Agreement completed.

·         Congratulations to Marcia Welch for being granted tenure.

·         Retirees’ Luncheon is today following the Board meeting.
