STANDING REPORTS

Associated Students of Highline Community College

No report.

Washington Public Employees Association

Gum Lai Ross reported.

Student Services retreat was July 7, 2006 with a subject of Redefining our Services to Students.
The WPEA District meeting was held July 18 on campus - discussions included the healthcare negotiations.
Highline WPEA Chapter meeting will be on July 21.
A meeting will be held at Tacoma Community College on July 24 regarding contract negotiations.
Highline WPEA officers met with Larry Yok.
Union Solidarity Day is July 30 at the Tacoma Rainier’s Game.
Staff Training for Technical and Community Colleges will be held August 7-8 at Bellevue Community College.
The annual meeting will be at Bellevue Community College August 12.

Highline College Education Association

Ruth Windhover reported.

Activities are being planned around the Highline Reads initiative on campus relative to labor and civic issues and the book for this year, Freidman’s The World is Flat. This book has many implications for work not only in the US but also internationally. The program planning will be for students, faculty and staff relative to the work world they will encounter and connected to the activities of the Highline Reads program.
Encouraging faculty, staff and students to exercise their civic rights and responsibility relative to Defining Democracy program, events will be planned around the initiative process.
The Executive Board is meeting next week to finalize HCEA events during Opening Week.
New VP for Administration Larry Yok, has scheduled a meeting with HCEA to continue the dialogue with him that began during the interview process.
Ruth, WEA Higher Ed Chair, has been attending meetings of Washington LEARNS which is the governor’s initiative to improve education and also education funding in Washington State from early learning through higher education. On September 12, Washington LEARNS will hold a meeting to receive public comment on its proposed draft report and they are planning five other meetings throughout the state. Ruth and other HCC faculty will be giving testimony to the committee about the need for greater support for public higher education.
Appreciation of the HCC faculty, administration, and Board was expressed for their on-going support of public higher education in Washington.

a. Election of Board Officers for 2006-07

It was moved by Elizabeth Chen and seconded by Rita Creighton that the following be named Board Officers for 2006-07:

TACTC Legislative Representative: Karen Vander Ark

HCC Foundation Board Representative: Mike Emerson

The motion carried.

b. Highline Community College 2006 Strategic Plan

After giving due consideration to the recommendations of the campus Strategic Planning Committee and the College President, it was moved by Karen Vander Ark and seconded by Elizabeth Chen to approve the Highline Community College 2006 Strategic Plan.

Comment - the Board participated in the workshops that led to this plan and discussed at length in the Study Session before this meeting. It is being set for adoption for approval after considerable input and discussion throughout the College through great leadership by Lisa Skari and Vickie Ropp. It is a plan that is familiar and understandable to everyone to follow.

Motion Carried.

A copy of 2006-07 Strategic Plan is filed with the official minutes.

REPORTS

Small Business Development Center

Mary Averett, Dean of Extended Learning, and Zev Siegl, Certified Business Advisor in the Small Business Development Center (SBDC), gave an overview of the Center.

They explained the services provided by the HCC Small Business Development Center and the economic development impact created by their clients on the community. Services provided to small business owners and entrepreneurs in Southwest King County include one-to-one counseling, access to business resources, access to lenders/financing, and workshops and training.

Certified business advisors assist entrepreneurs with business planning, problem solving, analyzing financial data and information, starting a business that is past the pre-development stage, and expanding, stabilizing, selling, or buying a business.

The SBDC is supported by a partnership of cities, Port of Seattle, the College and King County.

AREA REPORTS

Institutional Advancement

Lisa Skari reported.

The Foundation Board Chair for this year is Jacki Lorenz.
Breeders Theatre has a new play. This is a local theatre company - T.M. Sell, writes and directs the play, Nancy Warren does all the music, and Melissa Sell makes the costumes. The January production gives the proceeds to the Foundation.

Student Services

Toni Castro reported.

HCC was highlighted in the Community College Times with one of our students granted the Jack Cooke scholarship. There were 678 students nominated nationally out of 438 colleges with 38 finalists.
On August 4, Student Programs is sponsoring their summer leadership retreat with an emphasis on leadership development, personal discovery, and connection and engagement with Highline Community College.
Summer enrollment report was distributed showing 20 percent up from last year and fall enrollment up 9 percent for fall enrollment at this time last year.

Instruction

Jack Bermingham reported.

Hosted Yangzhou University dean of computer engineering and three of his colleagues on campus last week. Thanks were extended to Elizabeth Chen and Michael Allen for their help to make that visit very successful. This visit was part of Highline’s Sister City partnership.
The Department of Labor asked Highline to present at a conference because they heard about the IBEST program for bridging people out of ESL into developmental education. Thanks were extended to Alice Madsen.
Representatives from University of North Dakota visited campus last week. There are on going conversations with the North Dakota higher education on collaboration to bring some programs on the campus to give students baccalaureate opportunities on students.

Administration

Pete Babington reported.

Administrative Technology has upgraded the campus email system.
Business Office is working on year-end closeout.
Bookstore now has merchandise with the new campus logo for sale.
The Office of the Superintendent of Public Instruction is having one of their summer institute conferences in August at Highline which will bring in 800-1,000 K-12 teachers on campus.
There is a power outage scheduled to replace the last of the high voltage cables after that conference.

Discussion

Dr. Bell commented that the Opportunity Grant that was awarded to Highline was a major effort on the part of a lot of folks on campus. Alice Madsen, Jeff Wagnitz Lisa Skari, Scott Hardin, Toni Castro and others put the proposal together in a short period of time. This is the biggest State Board award that Highline has ever received. Dr. Bell extended her thanks to all of the folks that put this proposal together.

Unscheduled Business

Thanks were extended to Mike Emerson for his leadership in chairing the Board this past year.
