Mike Emerson, Chair, called the meeting to order at 10:10 a.m. and welcomed the new Trustee, Karen Vander Ark to the Board.

Approval of Minutes

Minutes of Board of Trustees’ Meeting, October 13, 2005 were approved with the correction in the Highline College Education Association’s report that Mike Emerson was the trustee representative on the search committee to replace Earl Hale. Mr. Emerson is not on that committee.

STANDING REPORTS

Associated Students of Highline Community College

Paul Kalchik reported.

• ASHCC officers Julien Torrez, Treasurer/Clubs Diplomat, and Alex Bozhko, Student Senator were introduced.
• The Candidates Forum coordinated by ASHCC was held on campus and included King County Executive candidates, Ron Sims, Gentry Lang and David Irons. Some city councilmember candidates for Des Moines also participated. Thanks to Virg Staiger for his assistance.
• ASHCC is looking into purchasing a Thunderbird mascot for Highline.
• ASHCC is participating on the Strategic Recruitment and Retention Committee with Ivan Gorne.
• An ASHCC representative will be included on the Strategic Planning process.
• Student Senator, Huy Pham is working on the Recycling Policy with Woody Moses.
• Katie Hutchison, Student Senator, is working with Ivan Gorne and Toni Castro on the Intercultural Center.
• A survey was conducted on the needs and concerns of evening students. A summary of the survey was distributed.
• Julien Torrez is working on the P³ project to teach student leaders on parliamentary procedures to help them conduct more effective club meetings.
• ASHCC is working on the leadership conference for local high school leaders in the area.

Washington Public Employees Association

Gum Lai Ross reported.

• WPEA is conducting the Otis Spunkmeyer cookie dough sales to support the scholarship endowment for classified staff which ends November 14^th.
• Gerie Ventura and Gum Lai attended the 10^th Annual Faculty & Staff of Color Conference in Pasco in October.
• The WPEA officers will be have the fall quarter meeting with Executive Staff today.
• The WPEA meeting is November 15 from 7-9:00 p.m. in building 7. The local chapter meeting has been cancelled for this month.
• The job representatives will be taking the second part of their training in January.

Highline College Education Association

Ruth Windhover reported.

• On behalf of the Highline College Education Association, Ruth welcomed Ms. Vander Ark to the Board of Trustees.
• Campus Equity Week took place last week on campus and HCC’s part-time instructors were honored. One half of the instruction in the system wide technical & community colleges is delivered by part time instructors who average only 57 percent of the average full time salary.
• The Highline College Education Association will be holding its executive board election next week. The elected executive board will take office in January.

Faculty Senate

Phil Droke reported.

• The Senate is examining the graduation requirement for the laboratory science credits.
• They are also looking at the state movement toward a common course numbering system.
• The Faculty Association Conference held at Highline was very successful with over 120 people attending from across the state.

REPORTS

Honors Program

Barbara Clinton, Honors Program Coordinator and Speech Instructor described the Honors Program that she started at Highline Community College. The program was piloted in spring of 2003 with 15 students and began in the fall of 2003 with 30 students. Spring of 2004 ended with 75-100 students in the program and graduates received over $150,000 in scholarships, grants, and aid as they continued on to four-year schools. Fall of 2004 started with 140 Honors program participants and ended spring with 168. One-third of those program participants graduated in June of 2005 with $427,238 in financial aid. She gave some descriptions of these student stories.

HCC faculty members enthusiastically support students in the program. Honors Option projects are done by students at the discretion of the instructor, agreement for and support of the projects. About 100 faculty members participate on a regular basis. Honors credits in the Honors Program in general education classes will transfer into the University of Washington Honors Program taking the place of the required honors credits in general education.

Highline is the only community college in Washington with a developed and integrated Honors Program. The Honors Scholars Program serves a population that closely mirrors the demographics of the College that is 56 percent of color, over 60 percent female, economically disadvantaged first generation college students (the most diverse community college in Washington).

AREA REPORTS

General Administration

Marion Davis reported.

§ November is open enrollment for faculty and staff medical packages and Human Resources is busy working to make sure that staff have the necessary information to make their decisions.

· Some temporary electrical outages will occur over this holiday weekend starting tomorrow to accommodate some of the new building that is occurring. Acknowledgement was given to Administrative Technology and Facilities for their commitment often giving up their holidays so they can do work that is needed on campus so it doesn’t affect the rest of the faculty and staff.

· The E911 program has been installed on the campus phone services. Now when 911 is dialed from campus, the emergency responders know specifically where on the Highline campus the call is being made including which building and in many cases the room in the building. This is added safety for our staff and faculty.

Instruction

Jack Bermingham reported.

§ Thanks were extended to Barbara Clinton for her commitment to students and going beyond the duties of the classroom to set up the Honors Program. She is reflective of many of the faculty who give extra effort on a regular basis. Another example is Phil Droke, Highline’s representative for the statewide faculty association who agreed to be host of the statewide conference at Highline which turned out to be the biggest conference ever held. A lot of that success is a reflection of what he continues to put into his teaching.

§ Five faculty, Jessica Gilmore from the Business Division, Larry Blades from Arts & Humanities, Chris Gan from Pure & Applied Sciences, Ruth Frickle from Social Sciences and Kathy Oberg from Health/PE and Education are working with Scott Hardin as the instructional administrator to get the more faculty to participate in the retention initiative to improve student retention.

§ There was an NSF project that was part of a consortium focusing on math-across-the-curriculum out of Edmonds Community College and included Dartmouth. Two of our faculty, Eric Scott and Angi Caster, working together with a colleague at Edmonds were involved in actually putting that together.

Student Services

Ivan Gorne reported.

§ Erik Tingelstad, Director of Career and Employment Services talked to 30 employers who came to a job fair which was a terrific event.

§ Outreach Services went to two education fairs in Alaska to recruit students because now there is a waiver for out of state students that reduces their tuition cost.

§ In addition to recruiting, International Student Programs started developing some seminars at the fairs so there’s an opportunity for people who are more interested in Highline to attend a two to three hour session where the parents and families can ask questions.

§ The fall athletic teams are doing well. Volleyball team did not make the playoffs, but both soccer teams start regional play offs this year in first place in their regions and men’s and women’s track and cross country teams will go to the Northwest meet.

Institutional Advancement

Lisa Skari reported.

§ Last Saturday night the Federal Way Chamber of Commerce held their annual auction on campus with 200 people attending. This was the first time many of them were on campus and they were impressed with the buildings and the staff.

§ Next Monday is the scholarship donor recipient dessert buffet from 6:00-8:00 p.m. in the Student Union Building and the Board is invited to attend. Vern Warmbo, one of the Foundation Board members will be the donor speaker and the student speaker is the recipient of the Des Moines rotary scholarship.

§ Alana Young, the Program Coordinator for the Resource Development office was hired. Alana is both a Highline and Central Washington University graduate.

Discussion

Chairman Emerson corrected the fact that Ruth Windhover had identified him as a Trustee representative on the screening committee for Earl Hale and he is not. He has been involved in other areas of the search but not on the screening committee.
