General Information: Tuition
and Fees
Introduction
Tuition
and fees are set by the Washington State Legislature. Each quarterly class schedule
lists current fees, including instructional technology and miscellaneous
laboratory fees
that relate to specific classes.
Tuition and fees are due in full on the dates
published in the quarterly class schedule.

For students receiving assistance in the form of financial
aid or other agency or insurance benefits, full-time status is 12 credits
or more.
*Non-resident waiver applicable to U.S. citizens
and U.S. Citizenship and Immigration Services-approved permanent
residents. Please contact Admissions/Entry Services for complete
details.
**There is an additional charge for each credit hour enrolled above the
18-hour full-time rate. Professional-technical program students enrolled
in
more than 18 credits during a specific quarter will not be charged in
excess
of 18 credits for courses required for their degree or
certificate.
Resident Students:
For tuition purposes, a “resident”
is a U.S. citizen, refugee, or immigrant who has U.S. Citizenship and
Immigration Services-approved status, and
-
Has lived in Washington state, for
purposes other than education, at least one year immediately prior
to the first day of the academic
quarter in which he or she is enrolling;
-
Was listed on last year’s income
tax form as financially independent or
a declared dependent (excluding
spouse) of a Washington state resident;
-
Has not received educational financial
assistance from another state during the past year;
-
Has paid Washington State taxes and
fees for the year immediately
prior to the beginning of the academic
quarter on any vehicle or any other items of personal property owned
or used by the student for which state taxes or fees are required.

Fees
(Note: All fees are subject to change.)
Admission Application Fee—General Students:
$23 nonrefundable fee, due at the time of application. For more
information on the application fee, contact the Admissions/Entry
Services office or visit
www.highline.edu/stuserv/registration/. (Web applicants
should mail fee to the Cashier office ~ M/S 6-4, 2400 S. 240th. St, Des
Moines, WA 98198.) Include this fee with the
Highline application.
Admission Application Fee—International
Students:
$55.00 nonrefundable fee, due at the time of application.
Contact International Student Programs for complete information.
Building Fee:
An additional fee will be assessed at the time
of registration: $2.50 per credit for 1 to 10 credits per quarter ($25.00
maximum). This additional fee was established by a vote of the students
to cover costs of the new Highline Student Union.
COMPASS Test:
Free initial testing for students who pay the admissions application
fee noted above. For retesting, there will be a charge of $3.55 for each
portion.
Computer Lab Fees:
Classes that require the use of computer
equipment charge an additional $32 fee.
Graduation Fee:
$12
Second Graduation Fee:
$6
Instructional Technology Fee:
A $34 fee assessed to students not enrolled in computer-related courses.
Late Course Add Fee:
Students will be charged a late add fee of $39 for each course added
after the deadline. See " Important Dates."
NSF (non-sufficient funds) Fee:
$22
Parking Fee:
Students, faculty and staff must have a valid permit to park on
our campus. Payment must be made at the Cashier's window prior to
getting a permit. (Building
6, lower level; see
hours)
Permits are issued by Highline’s Campus Safety Department (Building
6, lower level). The purchase of a parking permit does not guarantee
a parking space.

Picture Identification Fee:
Free for students who pay the admission
application fee noted above. Replacement fee is $3.40. For
students enrolling in credit classes who have not paid the
application fee, the ID fee is $9.40.
STEPP Fees:
Enrollment fee: $35 nonrefundable
Late fee: $20
Transcript Fee:
$3.50 for each copy of an
official transcript. Allow three days to
process each request. Students who attended Highline after summer
quarter 1991 may get unofficial transcripts
online or at
the student kiosk in Building
6 at no charge.

Self-Support Courses
In order to meet educational needs not supported
by state funding, Highline offers some courses financed solely by student-funded
(self-supported) payments. Enrollment in these courses requires payment,
over and above regular tuition and fees. For information about student-funded

Senior Citizen Rate
Washington residents 60 years or older may register
for courses on the second week of the quarter on a space-available basis. Instructor’s
signature is required. This waiver is not available to students
who plan to use the course credits gained thereby for increasing credentials
or salary increases; course credits taken under the waiver do not apply
toward any certificate or degree.

Basic Skills
Courses (Noncredit)
Noncredit Adult Basic Education (ABE), English as a Second Language (ESL),
and GED preparation classes cost $25 per quarter. Waivers are available
for students who are unable to pay.

Refund Policy
Students who wish to officially withdraw from a class before
the fourth day of the quarter must do so by Web registration
or at the Registration office. Tuition and fee refunds are issued according
to the schedules below—see “Important Dates” in the
quarterly class schedule for specific dates.

Withdrawals during the first
five (5) instructional days of the quarter receive a 100 percent refund.*
-
Withdrawals from the sixth (6th)
through the 20th calendar days of the quarter receive a 40 percent
refund.*
-
Withdrawals after the 20th calendar
day receive no refund.*
Refunds require three weeks to process. Students receiving
any form of financial assistance must consult with
the Financial Aid office to determine the appropriate refund amount. All
requests to withdraw from classes
must
be received by the Registration office to be official.
Summer Quarter, Late Start, Short Courses:
Refunds for these courses will be computed on
the basis of the number of instructional hours offered before withdrawal
documentation is received in the Registration office or the Federal
Way Center within the equivalent times listed above. If the number of
instructional hours offered is equivalent to
five instructional days
or less of the regular academic quarter, 100 percent of the amount paid
will be refunded.
Canceled Classes:
Whenever a class is canceled by the college, the
total amount paid for that class will be refunded unless the student
enrolls in a replacement class. If the replacement class is for fewer
credits than the canceled class, the difference will be refunded.
