Business Counselor
(PTAC)Procurement Technical Assistance Center

Salary: $48,000 - $52,000 DOE
   
Benefits: Full benefits package includes 12 days of sick leave, 30 days of vacation, and 11 paid holidays per year; plus a generous medical, dental, life and disability insurance package for employees and dependents. The TIAA-CREF retirement program, deferred compensation, flexible spending account, and optional supplemental retirement accounts are available, as is the statewide tuition waiver program.
   
Schedule: 12 month, Full Time. 40 hours/week, varied.  Full time exempt position, regional travel required.

DESCRIPTION:

The PTAC Business Counselor assists small businesses with bid/proposal technical assistance review, marketing advice, government program registrations, procurement/contracting training classes, and government procurement related seminars. The Business Counselor will publicize the Center and serve and meet clients in King and Pierce Counties. The PTAC at Highline Community College is part of a multifunction office, and the Business Counselor coordinates efforts with other economic development programs at the college and with PTAC work across the region and state. This position reports to the Economic Development Programs Coordinator.

The Washington State Procurement Technical Assistance Center (PTAC) Program is supported by the Department of Defense (DoD)/Defense Logistics Agency(DLA), the Snohomish County Economic Development Council and the other centers across the state. DUTIES:

• Assist small businesses with interpretation of solicitations, specifications, standards, and drawings; assist with government registrations and certifications; and assist with marketing strategies (one-on-one and group training);
• Promote the PTAC services and programming to government agencies, area businesses and the community in King and Pierce Counties; regional travel required;
• Manage the day-to-day operations of the PTAC at Highline Community College;
• Ensure the adequacy and quality of services provided to clients through regular monitoring, evaluation and program development;
• Coordinate effort with the Small Business Development Centers, StartZone Microenterprise Development program and other PTAC Business Counselors serving King and Pierce Counties and Washington state;
• Data entry in online system, database research and report functions;
• Conduct adult training classes on business development and government procurement topics;
• Regular professional development on current procurement systems, regulations, and business industry trends; and
• Support the economic development objectives of the College through other duties as assigned by the Economic Development Programs Coordinator.

MINIMUM QUALIFICATIONS:

• Undergraduate degree in contracting, business administration, economics, or equivalent experience; and
• Minimum 3 years experience working in business development, contracting, or related industry, with at least 1 year in government procurement or related procurement business assistance work.
        
CONDITION OF EMPLOYMENT:

• Must be able to pass business assessment and basic procurement skills testing within 90 days of being hired.
